Crash that killed 20 highlights limo regulation, enforcement, design

"That is being analyzed for post-crash data", New York State Police Commander Major Robert Patnaude said.

He added, "It's not supposed to be on the road".

The crash killed everyone in the limousine, including the driver and all 17 passengers, police said.

On top of that, the driver "did not have the appropriate driver's license to be operating that vehicle", Gov. Andrew Cuomo said.

"In my opinion, the owner of this company had no business putting a failed vehicle on the road", the governor said while attending a Columbus Day Parade in New York City.

US Department of Transportation records shows that the limo company, Prestige Limousine Chauffeur Service of Gansevoort, New York, has two drivers and three vehicles.

He also said the limo - built by cutting apart a heavy-duty SUV and lengthening it - had been created without federal certification, though NTSB officials said they hadn't yet determined whether the vehicle met federal standards. "This is the most deadly transportation accident in this country since February of 2009".

The couple rented the limo with friends and family to celebrate Amy's 30th birthday.

The NTSB is investigating the crash and will look at safety regulations for limousines, whose passengers are not required to wear seat belts.

"This may be a small city, but we are a huge city with a huge heart and just like the sign says, we are 'Amsterdam Strong.' Right now it's hard to bear what we have to bear, but we will get through it".

Amy and Axel Steenburg had been married less than three months. "I want the families to know we will be with you", said Dr.


In a note posted to its Facebook page, Apple Barrell said it would remain open on Sunday and would be collecting donations for volunteer services who first responded to the crash.

"You can't wrap you head around such a tragedy where you have four of your daughters die", Barbara Douglas, the aunt of the sisters, told reporters at the scene. The vehicle apparently struck two pedestrians and an unoccupied SUV in the store's parking lot before ending up in a shallow ravine.

"They did the responsible thing, getting a limo so they wouldn't have to drive anywhere".

Erin McGowan, 34, who died along with her newlywed husband Shane, 30, had sent a text message to her cousin questioning the car's condition roughly 20 minutes before the fatal crash, her aunt said. "They had their whole lives ahead of them".

The crash "sounded like an explosion", said Linda Riley, of nearby Schenectady, who was on a shopping trip with her sisters.

Apple Barrel closed following the crash on Saturday and released a statement about the tragic incident on Facebook. All 18 people in the limo, including the driver, were killed.

"It's sad because it's a small community, it's a nice place to live, we all like the people that come around here and visit here", he said.

This comes as National Transportation Safety Board investigators are working to figure out if the limo's extensive modifications contributed to the tragedy.

"What they're here to do at this point is collect the perishable information the information that can go away with the passage of time", he said.

It was the deadliest transportation accident in the USA since a 2009 plane crash in Buffalo, New York, that killed 49 people, NTSB chairman Robert Sumwalt told a news conference on Sunday. The couple married in June and were among a tight circle made up mostly of old high school and neighborhood friends from Amsterdam, New York.

Since limos are essentially stretched versions of normal passenger vehicles, it means occupants aren't necessarily seated near a pillar which offers increased protection in the event of a crash.
