Measure To Split California Into Three States Will Be On November Ballot

A proposal to split California into three separate states got enough votes on Tuesday to be added to the midterm ballot in November.

If the measure is approved by voters, the governor will transfer the notice of state approval to Congress, which will vote to ratify the creation of the new three-state structure.

Southern California, meanwhile, would include Orange and San Diego Counties as well what's now known as California's Central Valley and Inland Empire.

The ballot initiative describes the state of California as so enormous and diverse as to be "nearly ungovernable".

The initiative depends on Article IV, Section 3 of the U.S. Constitution, where the document sets the conditions under which a state can split itself up.

"We are not a one-size-fits-all state", Cal-3 spokeswoman Peggy Grande told The Washington Post.

The Cal 3 initiative comes with interest growing in plans to break up or break off California.

Californians have long debated whether they were better as a whole or in parts.

"Three states will get us better infrastructure, better education and lower taxes", he explained.

The stated reasons for the split echo the same proposed by Draper: California, lawmakers wrote in 1859, encloses an area "so diversified in physical and other features as to preclude, to an unwholesome degree, the possibility of uniform legislation, and render cumbersome and expensive the operation of government".

"Therefore, pursuant to Elections Code section 9033, the initiative measure is eligible for the November 6, 2018, General Election ballot and all further signature verification can be terminated", the office announced. Even if voters decide Draper's idea is a good one, there hasn't been a breakup of a state since the Civil War.

Northern California would include Alameda, Alpine, Amador, Butte, Calaveras, Colusa, Contra Costa, Del Norte, El Dorado, Glenn, Humboldt, Lake, Lassen, Marin, Mariposa, Mendocino, Merced, Modoc, Napa, Nevada, Placer, Plumas, Siskiyou, Shasta, Tehama, Trinity, Tuolumne, Sacramento, San Joaquin, San Francisco, San Mateo, Santa Clara, Santa Cruz, Sierra, Solano, Sonoma, Stanislaus, Sutter, Yolo and Yuba counties. Each state, though different in size, would have roughly the same population, according to the proposal.

"This measure would cost taxpayers billions of dollars to pay for the massive transactional costs of breaking up the state, whether it be universities, parks, or retirement systems", Steven Maviglio, a political consultant who helped fight Draper's past proposals, said on Twitter. The third state, California, would cover six counties in the coastal area stretching between Monterey and Los Angeles.
