House passes massive $1.3 trillion spending bill

Trump tweeted: "News conference at the White House concerning the Omnibus Spending Bill". If they hold out, the Democrats could force him to run for president again having made absolutely no progress on his key 2016 campaign promise.

Sen. Bob Corker, R-Tenn., also egged Trump on to a veto.

Trump cited misgivings about its contents, but said he agreed to sign the bill to deliver a boost in defense spending - repeatedly casting the decision as one in which he had "no choice".

A White House official told ABC News less than an hour before the president's tweet the staff fully expected Trump to sign the bill before departing for Mar a Lago later in the afternoon.

The Senate passed the bill by a vote of 65-32 after a heated session stretched into the early hours on Friday. Eight hundred thousand people, and actually it could even be more.

Trump went on to call for the abolition of the filibuster rule in the Senate, which he blamed for the last-minute affirmative votes that sent the bill to his desk.

The lack of an immigration deal in the spending bill had set already set off a round of recriminations, with the White House aggressively trying to deflect responsibility for the failure.

Trump said states have programs to prevent utility shutoffs in cold weather, but there's no such requirement for heating oil dealers, which are not regulated like electric and natural gas utilities, to deliver to customers who can not pay.

"While (Democrats) obstructed normal appropriations process, forcing an Omnibus, the benefits of Omnibus to national security, border security, opioid crisis, infrastructure, school safety and fixing gun background check system are important and will save lives".


Trump, in a post on Twitter late on Wednesday, said the funding bill will allow him to start building a wall on the southwest US border with Mexico.

But Democrats, who have long opposed the wall, argued the added funds would help build or restore a range of other barriers, including existing fencing, but not a concrete edifice. Less than half of the almost 95 miles of approved border construction can be spent on new barriers.

Ryan stressed that the funding bill included many victories for the president, especially on military spending.

It helps to avert a government shutdown as the current funding expires midnight.

Another disagreement led to lapse in funding for just a few hours in February, but it was resolved quickly enough that it did not disrupt government services.

Rep. Mark Meadows, R-N.C., chairman of the freedom caucus and a friend of the president, said in a tweet that the group would "fully support" a veto, adding that Congress should pass a short-term budget resolution while Trump and congressional leaders "negotiate a better deal for the forgotten men and women of America".
