Democrats say Trump agrees to deal on spending, debt, Harvey aid

U.S. President Donald Trump has agreed with Democratic congressional leaders to increase the nation's debt ceiling and extend the federal government's funding through mid-December, a deal that included relief funding for victims of Hurricane Harvey. "Based on the president's decision. we'll try to get 60 votes and move forward", McConnell said.

Trump, after meeting with congressional leaders Wednesday at the White House, told reporters on Air Force One that the deal with Democrats would be "very good".

McConnell and Sen. John Thune, R-S.D., cast the entire deal as a one-time agreement, contending that Trump was looking to inject some bipartisan bonhomie in the wake of Hurricane Harvey's destruction. "His feeling was that we needed to come together to not create a picture of divisiveness at a time of genuine national crisis", he said of Trump.

Senate GOP leaders had made it clear they wanted a longer debt limit extension.

An extension of only three months for the debt ceiling could give Democrats leverage over the majority Republicans. If not, the government would be unable to borrow more money or pay its bills, including its debt payments.

The framework of a plan to deal with the huge number of looming deadlines facing Congress appeared to take shape Wednesday, but Republicans and Democrats still squabbled over the details of the plan.

Nebraska Republican Senator Ben Sasse was one of them, saying in a tweet that "The Pelosi-Schumer-Trump deal is bad".

In the session, Republican leaders - including House Speaker Paul Ryan and Senate Majority Leader Mitch McConnell - first pushed lifting the debt ceiling for 18 months.


Under the House bill, the Federal Emergency Management Agency would get $7.4 billion to distribute through its Disaster Relief Fund.

"I think that's ridiculous and disgraceful that they want to play politics with the debt ceiling at this moment when we have fellow citizens in need to respond to these hurricanes so that we do not strand them", Ryan told reporters. Failure to increase the debt limit could cause the government to miss payments to bondholders and result in a default on government debt.

A source briefed on the meeting said all Republican leaders, as well as treasury secretary Steve Mnuchin, objected to a short-term debt limit hike. Democrats insisted on a three-month increase, only to be joined by Trump.

"Nothing can really capture just how big and wide this devastation is", Ryan said prior to the vote on the need for immediate relief funding.

The House on Wednesday easily approved almost $8 billion in Hurricane Harvey relief funding.

Lawmakers are facing pressing legislative priorities. The U.S. Senate will take up funding soon, and that body could tie the Harvey funding to other larger issues, like raising the debt ceiling and continuing to fund the government past the September 30 end of the fiscal year.

Republican Mark Meadows of North Carolina, chairman of the conservative House Freedom Caucus, said Trump "wasn't left with a lot of good options". But while the Democratic offer could make up for lost conservative votes, it would mean revisiting the debt-ceiling debate in just three months, an option some lawmakers want to avoid.
