ACLU files second suit, Mattis calls for study — Transgender military ban

"Military service is a privilege, not a right", said Rep. Vicky Hartzler, a Missouri Republican who lobbied the White House to stop paying for transgender-related medical expenses before Trump announced the ban. ABC News cautions that "it remains unknown if the North Koreans have the re-entry or target technology necessary for such an attack".

What does the president's formal policy guidance say?

But Mattis' statement was exactly in line with each step of Trump's directive, which granted the defense secretary time to "determine how to address transgender individuals now serving" in the military.

Trump barred transgender would-be recruits from signing up, but he gave Mattis discretion to decide the status of transgender people who are already serving. The group found that transgender troops cost $8 million per year in medical care and that they had no negative effects on military readiness.

This past June, Mattis extended that study through January 2018. After the panel provides its recommendations, the Defence Secretary said he will advise the President on implementing this initiative. The August 25 Memorandum is perfectly clear: President Trump has ordered the military to ban transgender people from serving.

How has the Pentagon responded? (Estimates of the number of current transgender service members vary dramatically: from 1,320 to 6,630, to closer to 15,500.) As the New York Times reported on Friday, "Although pressed repeatedly by reporters, [a] senior official declined to comment on the possibility that many or even all transgender individuals could continue to serve if [Defense Secretary Jim] Mattis declined to remove them".

Once the panel reports its recommendations and following my consultation with the secretary of Homeland Security, I will provide my advice to the president concerning implementation of his policy direction. The panel will assemble and thoroughly analyze all pertinent data, quantifiable and non-quantifiable.

In the interim, now serving transgender troops will remain in the armed forces under existing policy, he said.

Have you ever served in the military?

Gillibrand is expected to lead the Democratic effort on transgender service during Senate debate, but Democrats are considering several different legislative options to try to add to the defense bill, Senate aides and advocates working with lawmakers to draft a response told CNN.

On Wednesday the official Korean Central News Agency (KCNA) quoted leader Kim Jong Un as saying the drill for the launch of the Hwasong-12 intermediate-range ballistic missile was "like a real war" and the first step by North Korea's military for operations in the Pacific and "a meaningful prelude to containing Guam". The effective dates for all three changes are in 2018.

Under Carter's order, the US military faced a July 1 deadline to set its policy on transgender recruits.

Who's pushing back against the ban?

While Trump has said that the U.S. won't allow transgender people "to serve in any capacity in the U.S. Military", he has maintained a similar divide.

Another lawsuit was also filed Monday in Seattle by Lambda Legal, OutServe-SLDN and Gender Justice League.

No one from the Pentagon or Capitol Hill had received any orders or bills regarding such a ban at that time and were blindsided. "In combat, their lives are in equal peril".

"Transgender service members wear the same uniform and complete the same missions as their cisgender peers", the letter reads.
