In total, 19 people have been arrested in connection to the attack.

Police also disclosed that more than a dozen petrol bombs and two blowtorches were discovered in the van, and a copy of the Quran opened at a page "describing martyrdom" was found at one of the attackers' houses.

Instead, that evening, police say Butt rented a Renault van. "There is a possibility that they could have come back", Haydon said.

Police also found a number of office chairs, gravel and a suitcase in the van.

The aim of the attackers seems to have been to replicate the attack in Nice, the officer said.

Butt, who police consider the attack ringleader, had been on bail after being arrested for fraud in a case in October of a year ago, police said.

The knives are 12 inches long and are branded Ernesto. Six were still in custody on Saturday and one was released on bail.

Officers from the Metropolitan Police Counter Terrorism Command, supported by the Territorial Support Group, arrested a 29-year-old man at a residential address in Newham, east London, the Met Police said in a statement.

After the London Bridge attack, May said Britain was under threat from a new breed of crude copycat militants who did not spend months planning and may not have been radicalised online.
