Budget not a down-payment on new border wall

Congress is expected to vote this week on the $1.1 trillion spending bill to fund the government through September.

During a White House briefing about the budget deal Tuesday, Office of Management and Budget Director Mick Mulvaney was asked repeatedly why Trump threatened a shutdown. Asked to explain Trump's advocacy for a shutdown, Mulvaney said, "Right now I'm not anxious about September, I'm anxious about this deal that's in front of us". "I just won't stand for it, because it's not true", he said. "And we're putting up a lot of new walls in certain areas".


That contradicted Trump's message of less than a week ago.

Democratic Senator Patrick Leahy called Trump's threat "a sour and shameful note to kick off negotiations" for next year's spending plan, pointing to billions of dollars of losses triggered by the shutdown four years ago.

Most of the existing fencing and barriers were built under the Bush administration as part of the 2006 Secure Fence Act, though some of the construction was completed by the Obama administration. The omnibus spending bill will now head to the president's desk.
