USA budget: Lawmakers to Approve Funding Package This Week

The deal denies money for President Donald Trump's border wall and rejects his cuts to popular domestic programs.

The White House last week had dropped the request over concerns about passage of the broader spending bill - Republicans will need support from Democrats in the Senate in order to pass the legislation.

The opposition party has hailed the spending bill as a victory because Mr Trump's administration punted on several elements named as priorities during his presidential campaign.

"After years of partisan bickering and gridlock, this bill is a clear win for the American people", he said.

President Donald Trump is threatening to "shutdown" the United States government at the end of September if he loses his battle with Senate Democrats over the nation's next annual budget.

Schumer issued a statement Sunday night saying, "This agreement is a good agreement for the American people and takes the threat of a government shutdown off the table".

It also came at the start of a week in which the House is considering a possible vote on a health care overhaul that would repeal and replace Barack Obama's Affordable Care Act.

The message appeared to encourage the Republican-controlled Senate to change rules that now require 60 votes to end a filibuster of legislation.

"Our country needs a good "shutdown" in September to fix mess!" he wrote on Tuesday. Rob Portman, R-Ohio, both touted the $2 billion in extra funding for the National Institutes of Health, even though the White House had proposed a $1.2 billion cut to the agency for the fiscal year 2017 budget. And while the bill does not contain an Obamacare bailout (cost-sharing subsidies), the White House agreed to continue illegally promulgating the insurer bailout without congressional appropriations as part of the condition for Democrats affording Republicans the honor of capitulating to them.

"Everything we got in this deal. lines up perfectly with the president's priorities", he said.

And that cuts both ways - in the same poll, 69% said Democrats ought to be trying to compromise with Trump and not just resist the president's agenda.

And Obama, the first black president, can relate to Trump's predicament when it comes to having to deal with an unruly legislature. And there will be funding increases for clean energy and science.

Spicer insisted that the increase in border security funding would help the White House lay the groundwork for an eventual border wall and once again insisted the wall would be built. The administration sought some 1.4 billion in U.S. taxpayer dollars (£1 billion) for the wall and related costs in the spending bill, but Mr Trump later relented and said the issue could wait until September.

This bill is only good for five months 'cause Congress was supposed to do this last September, but lawmakers couldn't reach a deal in the height of election season, so it got punted into the first 100 days or the first 102 days, as it may be.
