Trump hits golf course with Sen. Rand Paul

On Monday night, Pence pitched an offer to the Freedom Caucus to try to bring its members on board: A new bill would grant states the power to choose to apply for waivers to repeal two ObamaCare regulations that conservatives have argued are driving up premiums.

A White House offensive to resurrect the moribund House Republican health care bill got an uneven reception Tuesday from GOP moderates and conservatives, leaving prospects shaky for the party to salvage one of its leading priorities.

As Rep. Morgan Griffith (R-VA) recently told Bloomberg, "If both the Freedom Caucus and the Tuesday Group can agree on some things, then we're in good shape". And now, Republicans are negotiating terms for another bill to replace the Affordable Care Act that is far, far worse than the initial clusterfuck of a healthcare bill they proposed.

"There are ongoing talks that we are having", said House Speaker Paul Ryan after a morning closed door meeting with fellow Republicans, as he expressed hope for progress. The Trump-Ryan plan would have repealed the taxes on upper-income taxpayers and health care businesses that paid for the subsidies.

"Hypothetically if you repealed [the regulations] at the federal level it would have no impact in NY because of state law", Faso said. "When you look at the document, when you look at the legislation, it doesn't repeal Obamacare".

That angst remains pervasive, with members wondering whether Trump is backing the right kind of bills, the sort of agenda that could lift him and Republicans ahead of the 2018 midterms.

Republican lawmakers said the new push on healthcare would maintain Obamacare's essential health benefits clause listing services and care that insurers must cover.

The Freedom Caucus has drawn the most wrath for its opposition to the bill. Mike Lee, another influential Capitol Hill conservative, to his Florida resort Mar-a-Lago the weekend before the scrapped House vote in an effort to win their support.

Trump has lashed out at members of the conservative Freedom Caucus who contributed to the defeat of the bill.

White House spokeswoman Stephanie Grisham told reporters the threesome planned to discuss a range of topics, including health care, during their round, which took place on a sunny spring day flawless for hitting the links.

But there was no evidence that the proposal won over any GOP opponents who'd forced Trump and party leaders to beat an unceremonious retreat on their bill on March 24, when they canceled a House vote that was doomed to failure.

In addition, the White House would let states seek an exemption to the law's provision banning insurers from charging higher premiums for seriously ill people.

I just want to say, I agree with that 100 percent, except pre-existing conditions, I would absolutely get rid of Obamacare.

Rep. Steve Womack, a Republican from Arkansas, said leaders told members on Tuesday that they "continue to discuss" options but that there was "no white smoke coming out of any leadership office that I'm seeing". The Freedom Caucus has demanded, for example, that the new proposal end the essential health benefits. But this move spooked moderate Republicans, who were concerned it would leave their constituents with less care and bigger bills, and led to the bill being shelved.

While Pence has gotten heavily involved behind the scenes, the vice president's initial meeting Monday with a small group of moderate members today was the first sign that anyone from the White House has started to approach the work of assuaging the concerns of the equally skittish moderates inside the conference. But that's what you need to do in order to get that, meaning get members talking.
