DHS Report Details Border Wall Construction, Cost

The report is expected to be presented to Department of Homeland Security (DHS) Secretary John Kelly in coming days, although the administration is not necessarily bound to take the actions it recommends.

The cost estimate in the leaked report is much higher than previous claims by both Trump and prominent Republican leaders.

Already the USA government has begun seeking waivers to address environmental laws on building in some areas, the report indicates.

The report is seen as the final step before requesting United States taxpayer funds from Congress and beginning construction.

Homeland Security reportedly is banking on having money from Congress for a border barrier by April or May and plans to begin building it in September.

The DHS report estimates it will take four years to put a fence along the whole border. The 26-mile stretch will be part of Phase 1.

Trump said in tweets on Saturday. He said his district includes rough terrain where "it is impossible to build a physical wall".

White House Press Secretary Sean Spicer told reporters in late January that the Trump administration is eyeing plans to institute a 20 percent tax on imports from Mexico, as a way to fund construction of the wall.
